| | | | | | | | BACKGROUND:
On October 9, 2019, the Pittsfield Charter Township Board of Trustees adopted Res #19-50 to apply for grant funding for the Platt Road Greenway Project Phase II. The project extends the existing Platt Road Greenway south of Michigan Avenue to Wall Park. The Township submitted an MDOT/SEMCOG Transportation Alternatives Program (TAP) grant application for the Platt Road Greenway Phase II project and was awarded $1,072,747.00 in March 2020. The township also applied to the Washtenaw County Parks and Recreation Commission (WCPARC) Connecting Communities Grant and was awarded $250,000.00, approved by the Board in January 2020. The total combined grant funding awarded is $1,322,747.00.
At the time of the TAP and WCPARC Connecting Communities applications, the engineers estimate was $1,532,496.00 (2020) with an anticipated 20% match to be provided by the Township with the Connecting Communities funding eligible to be used as a portion of those match funds. The Board of Trustees authorized an agreement with the Washtenaw County Road Commission for Construction of Platt Road Greenway Phase II at the meeting on May 27, 2020 agreeing that the Township shall be responsible for all project costs in excess of the MDOT TAP funds.
Due to delays caused by the pandemic and challenges with right-of-way acquisition, the project was not finalized and advertised by WCRC/MDOT until September 2022.
The lowest bid received during the October 7, 2022 bid letting was $1,964,126.00 from Erie Construction, an increase of $180,481.00 (10.10%) over the Engineer’s Estimate of $1,783,645.00 (2022). WCRC recommends the selection of Erie Construction, lowest bidder, to provide construction services for this project. Failure to accept this bid will result in termination of the project.
The as-bid construction cost of $1,964,126.00 plus a standard project contingency of 10% totals $2,160,538.60. The TAP and Connecting Communities grants are expected to fund $1,072,747.00, and $250,000.00, respectively. This leaves Pittsfield Township responsible for $641,379.00 plus contingency in matching funds, which is approximately $300,000 higher than was projected in 2020 (pre-pandemic). |
