Approve the rental fee rates for the new Montibeller Park Pavilion and the addition of these rates to the Parks and Recreation fee structure


BOARD ACTION REQUESTED:
Approve the rental fee rates for the new Montibeller Park Pavilion and the addition of these rates to the Parks and Recreation fee structure
BACKGROUND:
The Municipal Services Department reviewed comparable park facility rental rates and policies and is recommending the rental fee rate for the new Montibeller Park Pavilion (resident/non-resident.)

This spring, the Department looked at rental fees for similar facilities from other area municipalities. The reviewed pavilion fees were from Ypsilanti Township, City of Saline, City of Ann Arbor, and Washtenaw County (See attached Pavilion and Athletic Field Rental Rate Local Comparison Data.)  The Board of Trustees approved an update to the fee structure without the Monitbeller pavilion included because it was not ready for rentals.  As the new Montibeller pavilion now approaches competition, the Department took the comparison study into consideration when preparing the proposed fee for the new Montibeller pavilion.   

Based on the recommendation of the Recreation Manager, Kim McIntire, the proposed fees are as follows:

Weekday: < 4 hours - $160 Resident / $195 Non-resident, 4+ hours $200 Resident / $235 Non-resident
Weekend: < 4 hours - $220 Resident / $255 Non-resident, 4+ hours $260 Resident / $295 Non-resident

The rates were also based on the following factors:

1. Staff needed to open and close facility
2. Ability for users to be protected for inclement weather
3. Open for rental all year – heated
4. More parking with accessibility
5. Bathrooms at the pavilion
