BACKGROUND:

On May 26, 2021 the Board of Trustee's adopted a resolution approving the project plan for improvements to the Township's wastewater infrastructure on US-12.  The new plan addresses critical infrastructure issues on pipe integrity and pipe capacity to the township's largest sanitary sewer interceptor.  The approve project plan reroutes the sanitary sewer and eliminates two sanitary lift stations.  

 

Bids for the above-referenced project were received at the Clerk’s Office on Friday, October 8, 2021, where they were opened and read aloud at 11:00 AM. A total of five (5) bids were received, ranging from a low bid in the amount of $33,214,678.75 for the base bid, submitted by Dunigan Brothers, Inc. (Dunigan) of Jackson, Michigan to a high bid in the amount of $51,730,238.00 for the base bid submitted by Stante Excavators (Stante) of Wixom, Michigan. A bid tabulation has been enclosed summarizing all of the bids that were received for the project.

 

Stantec has reviewed Dunigan’s references and completed work list and verified their experience on similar projects, some of which have been in the Township.

 

Based on our review of the provided references, and the bids received, we believe that Dunigan has the ability to perform the work satisfactorily on this project. Dunigan is therefore deemed the lowest responsive, responsible bidder for the above referenced project in the amount of THIRTY-THREE MILLION, TWO HUNDRED FOURTEEN THOUSAND, SIX HUNDRED SEVENTY-EIGHT and 75/100 Dollars ($33,214,678.75).

 

Due to the monetary limitations associated with the bond that will be funded through the Clean Water State Revolving Fund, it is further recommended that the Township proceed with removing project scope through a deductive change order issued immediately following award. The enclosed Change Order No. 1 reduces the overall contract value to an amount of TWENTY-SEVEN MILLION, SIXTY-NINE THOUSAND, SEVEN HUNDRED FOURTEEN AND 15/100 Dollars ($27,069,714.15). The change order includes the removal of sewer installation along Platt Road and along Michigan Avenue to the west of Textile Road.  The segments removed had the lowest criticality scores and achieves the overall project goals regarding structural integrity and capacity upgrades.

A RESOLUTION TO TENTATIVELY AWARD A CONSTRUCTION CONTRACT FOR WASTEWATER SYSTEM IMPROVEMENTS

At a Regular Meeting of the Township Board of Pittsfield Charter Township, Washtenaw County, Michigan, located at the Township Administration Building, 6201 W. Michigan Avenue, in said Township, on October 27, 2021 at 6:30 PM.

 Present:
 Absent: 

WHEREAS, the Charter Township of Pittsfield wishes to construct improvements to its existing wastewater collection system; and

 

WHEREAS, the wastewater system improvements project formally adopted on May 26, 2021 will be funded through Michigan’s Clean Water State Revolving Fund; and

 

WHEREAS, the Charter Township of Pittsfield has sought and received construction bids for the proposed improvements and has received a low bid in the amount of $33,214,678.75 from Dunigan Brothers, Inc; and

 

WHEREAS, the project engineer, Stantec Consulting Inc., has recommended awarding the contract to the low bidder with recommended Change Order Number 1 reflecting the reduced project amount of $27,069,714.15. 

NOW THEREFORE BE IT RESOLVED, that the Charter Township of Pittsfield tentatively awards the contract for construction of the proposed wastewater system improvements project to Dunigan Brothers, Inc., contingent upon successful financial arrangements with the Clean Water State Revolving Fund.
