Adopt at Second Reading  ZOA #21-218 Ann Arbor Swift Run - Wheeler Center Solar Field PUD Amendment

BACKGROUND:

A petition ZOA #21-218 Ann Arbor Swift Run - Wheeler Center Solar Field PUD Amendment was received by the Township on October 6, 2020.  The petition requested a major amendment to the existing Swift Run – Wheeler Center Planned Unit Development (PUD) to covert +/- 77 acres of area that was designed for composting and other uses to ground mounted solar photovoltaic systems and their associated electrical subsystems.  All infrastructure and other costs to install the system is being borne by the City of Ann Arbor.

As part of the approval of ZOA #21-218, the City of Ann Arbor has agreed to required DTE to provide the Township with up to 1 MW of solar power.  DTE will charge the Township the same rate that it is charging the City.   

The Planning Commission held a public hearing on February 20, 2020.  After holding a public hearing, considering the planners report, and considering public testimony, the Planning Commission directed staff to draft the necessary resolutions of approval. The Planning Commission found that the Planned Unit Development standards were met.  On February 20, 2020, the Planning Commission voted 5-0 to recommend the resolutions of approval of the proposed Planned Unit Development for the Board of Trustees consideration.
