BACKGROUND:
The developer of Meadows of Arbor Ridge Phase I, Lombardo Homes, contacted Pittsfield Township in 2016 with a request to install streetlights prior to completion of Phase I of the subdivision, in compliance with their approved site plan.
On May 10, 2017 the township Board of Trustees authorized the Supervisor and Clerk to enter into an agreement with DTE Energy for the purchase and installation of five streetlights in Meadows of Arbor Ridge Phase I, to be paid for by the developer. Lombardo Homes provided payment to the township in the amount of $5,488 for the installation of streetlights, which the township subsequently transferred to DTE Energy upon execution of the agreement.
The township has borne the energy and maintenance costs associated with operating these streetlights since they were installed and energized in October of 2017, as a Special Assessment District (SAD) has yet to be established. The creation of a street lighting SAD for the Meadows of Arbor Ridge Phase I subdivision would allow for the equitable distribution of annual operating costs, most recently totaling $1,969.80, which will be distributed evenly amongst the residents of said subdivision, for an estimated annual cost of $70.35 per lot.
Resolution #21-39 establishes the need to move forward, as well as sets the second Public Hearing date before establishing the district. These meetings allow the Board to hear any questions or concerns from record owners or parties in interest.
