SUBJECT:

Authorize the Supervisor and Clerk to enter into an Agreement with DTE Energy to furnish and install thirty-two street lighting fixtures in the Washtenaw Heights neighborhood, for a cost not to exceed $160,000, subject to Township Attorney approval


BOARD ACTION REQUESTED:

Authorize the Supervisor and Clerk to enter into an Agreement with DTE Energy to furnish and install thirty-two street lighting fixtures in the Washtenaw Heights neighborhood, for a cost not to exceed $160,000, subject to Township Attorney approval.

BACKGROUND:

On March 10, 2021 the Board authorized the purchase and installation of street lights, per DTE's recommendations, in the Washtenaw Heights neighborhood. The Washtenaw Heights neighborhood area, located between Washtenaw/Packard (north and south) and between Carpenter/Golfside (west and east), is the oldest residential neighborhood in Pittsfield Township. A decade ago, it was the ‘forgotten’ neighborhood because previous administrations had focused on the parts of the Township that were growing and changing while ignoring northeast Pittsfield, which supports the only Low and Moderate Income (LMI) Persons area, as defined by U.S. Census, in our community. 

 

Washtenaw Heights was developed around the 1950's when the Township did not have a requirement to install street lights, as compared to the overwhelming number of residential neighborhoods in Pittsfield (if not all) that have had street light installations at the cost of the developer. Absent the option of a private investment, we feel it incumbent upon us to support the residents of Washtenaw Heights that have petitioned for installation of some street lights in their neighborhood by making an investment, similar to others we have over the past decade, for a public good. 

DTE has completed the planning and review process and provided the attached Agreement and plans for review and approval. The final project will consist of the installation of 32 136W LED stock black fixtures on stock 28' steel black posts. The total estimated annual lamp charges have been reduced from the first estimate and original estimate of $11,897 to $10,575 annually.

IMPACT ON TOWNSHIP'S BUDGET:

Funded through contingency fund #990-988.



IMPACT ON INDIRECT COST:

The continuing operating costs of said street lighting, estimated at $10,575 annually, will be funded through a street lighting Special Assessment District.
