SUBJECT:

Authorize the Supervisor and Clerk to enter into an Agreement with Stantec Consulting Michigan Inc. to provide professional engineering services related to the State Road Corridor Improvements, for a cost not to exceed $175,500, subject to Township Attorney approval


BOARD ACTION REQUESTED:

Authorize the Supervisor and Clerk to enter into an Agreement with Stantec Consulting Michigan Inc. to provide professional engineering services related to the State Road Corridor Improvements, for a cost not to exceed $175,500, subject to Township Attorney approval.

BACKGROUND:

On September 23, 2020, the Pittsfield Township Board of Trustees adopted Resolution #20-39, a resolution of support to apply for grant funding to install a non-motorized pathway and green infrastructure on State Road between Airport Boulevard and Avis Drive, with a pedestrian crossing at Avis Drive and green infrastructure installations to the existing ditches along State Road. The grant application was submitted in October 2020 and in March 2021 the Township was awarded $1,017,625 in Transportation Alternatives Program (TAP) funding from the Southeast Michigan Council of Governments (SEMCOG) for fiscal year 2023.

 

The project will be implemented in coordination with the Washtenaw County Road Commission (WCRC).The project will consist of a 10-foot-wide asphalt non-motorized pathway, 2-foot wide shoulders, green infrastructure, traffic signal upgrades, and pavement markings. The proposed design and engineering services are estimated at a cost not to exceed $175,500, funded through TAP grant funding, and will include the coordination, support, design, permitting, and bidding of the proposed improvements. A proposal for construction services will be prepared at a later date as needed.

 

The design and engineering services are proposed to begin immediately following the execution of this agreement, in order to provide ample time for the WCRC to complete the ROW certification process in preparation of submitting a June 2022 Grade Inspection Package submittal to MDOT, with final plans submitted to MDOT in August 2022, targeting an early November 2022 bid letting.
