SUBJECT:

Authorize the Supervisor and Clerk to enter into an Agreement with Nagle Paving Company (Nagle) of Novi, Michigan, low bidder, for Lillie Park Parking Lot Rehabilitation for a cost not to exceed $382,407.50 including contingency, subject to Township Attorney approval


BOARD ACTION REQUESTED:

Authorize the Supervisor and Clerk to enter into an Agreement with Nagle Paving Company (Nagle) of Novi, Michigan, low bidder, for Lillie Park Parking Lot Rehabilitation for a cost not to exceed $382,407.50 including contingency, subject to Township Attorney approval.

BACKGROUND:

The 84,800 square foot parking lot at Lillie Park South is cracking and deteriorating to varying degrees, with pavement failing most at the southwest parking lot entrance, north and south drive lane, and near the three sidewalk ramps to the north. Rainwater appears to be draining off the parking lot correctly from north to south towards a vegetated ditch.

 

At the Special Meeting held May 25, 2021, the Park Commission approved awarding the Lillie Park Parking Lot Rehabilitation to Nagle Paving Company.

1.0 Lillie Park Parking Lot Replacement

 

 1.1 Questions and Answers

Engineer Mark Pascoe stated eight (8) bids were received and he is comfortable with all the bids. Chairperson Tupacz asked if the base bid included the apron and outer driveway. Engineer Mark Pascoe stated the base bid did include these areas. Commissioner Ebron asked, since the base bid exceeds the estimate should alternate deduct no.1 be taken out since it is mostly cosmetic. Engineer Mark Pascoe stated this was recommended after Stantec looked at the parking and the engineer’s recommendation and it is more than cosmetic. By including this the whole parking lot is done. R. Wade confirmed alternate deduct no. 1 is more than cosmetic. He feels it is important and recommends including.

1.2 Selection of Contractor

 Based on Stantec review of the provided references and the bids received, Stantec recommend Nagle has the ability to perform the work satisfactorily on this project. Nagel is therefore deemed the lowest responsive, responsible bidder for the project.

 

Motion by Chairperson Tupacz to approve awarding the contract to Nagle Paving Company at the base bid with a $25,000 contingency, supported by Commissioner Reilly.
