SUBJECT:

Authorize the Supervisor and Clerk to enter into a five-year Agreement with HydroCorp Inc. to manage and operate the township's Cross Connection Control Program, for a cost not to exceed $131,492 annually, subject to Township Attorney approval


BOARD ACTION REQUESTED:

Authorize the Supervisor and Clerk to enter into a five-year Agreement with HydroCorp Inc. to manage and operate the township's Cross Connection Control Program, for a cost not to exceed $131,492 annually, subject to Township Attorney approval.

BACKGROUND:

The Michigan Department of Environment, Great Lakes, and Energy (EGLE) has increased the requirements to the Cross Connection Control Rules to include residential properties that are on a Community Drinking Water Supply. Cross Connection Control inspections require physical inspection of the properties piping on the drinking water system to assure there no physical connection between potable and non-potable systems, as well as inspect any back-flow device that is in place to protect the community drinking water from differing levels of hazards.  

 

Additionally, EGLE has increased the Lead and Copper Laws to include the Distribution Service Materials Inventory (DSMI) as a requirement for any Community Drinking Water System. This rule change requires the municipality to physically verify, and document, the drinking water piping (size and material) of every home the community serves. The DSMI is an enhancement of the current Lead and Copper Rule, which will provide each Community Drinking Water Supply with a comprehensive list of water service types that will serve as a road map to prioritize the lead service removal program. Currently Pittsfield shows zero homes that have lead service lines that would require replacement by the township.

 

HydroCorp has proposed to annually inspect and manage the township's Cross Connection Control Program. 1,500 residential and commercial properties will be inspected for compliance, as well as documenting the Distribution Service Material Inventory as required by EGLE.
