BACKGROUND:
With the continued expansion of the Green Corridor initiative, established by the Supervisor a few years ago, we are recommending expending Pittsfield Township’s CDBG funding allocation for the current cycle to implement an expansive, multi-year green infrastructure project in northeast Pittsfield. The project calls for the installation of green infrastructure, including but not limited to rain gardens, infiltration gardens/trenches, and bioswales. A total of ten locations have been identified to meet the goal of helping reduce pollutants, improve stormwater runoff to enhance both water quality and visual aesthetics along Clark, Carpenter, Washtenaw, Packard, Golfside, and Ellsworth (refer to attached concept plan).
The project will be completed in three phases, with the first phase being implemented this year. The first phase, being implemented this year with approval of this agreement, will comprise of design and engineering. This work will also identify two phases of construction to align with CDBG funding amounts for the current and upcoming cycle. In other words, construction will occur when: (a) Easements have been approved/acquired, and (b) CDBG funding is available. It is expected that the entire project will occur over the 2021-2022/2023 period depending on the aforementioned two factors.
The first phase of this project will be fully funded through the 2021 CDBG grant funding of $85,000. If there are any remaining funds, they will be rolled into the construction phases of the project.
