BOARD ACTION REQUESTED:

Adopt a Resolution Revoking the Industrial Facilities Exemption Certificate for Lycera, Inc., Resolution #21-16

BACKGROUND:

On February 22, 2017, the Board of Trustees approved Lycera, Inc. 1350 Highland Drive, Ann Arbor MI 48108 for an Industrial Facilities Exemption Certificate in the amount of $2,957,155 for real property and $259,000 for personal property for ten (10) years. The Township discovered in March 2021 that Lycera, Inc. has ceased operations in Pittsfield on August 1, 2020, thereby failing to comply with the terms of the agreement with the Township for an Industrial Facilities Exemption Certificate. We are requesting that certificate #2017-063 be revoked by the State Tax Commission per MCL 207.565(2), because Lycera, Inc. at 1350 Highland Drive, Ann Arbor MI 48108, has failed to proceed in good faith with the operation of the facility with respect to real and personal property.

IMPACT ON TOWNSHIP'S HUMAN RESOURCES:

No impact.



IMPACT ON TOWNSHIP'S BUDGET:

Lycera, Inc. was approved for a 50% tax abatement on real and personal property for a total amount of $3,216,155. The revocation of the certificate would be effective on December 31st of the year in which the State Tax Commission revokes the certificate.



IMPACT ON INDIRECT COST:

No impact.



IMPACT ON OTHER TOWNSHIP DEPARTMENTS OR OUTSIDE AGENCIES:

Assessing Department and Treasurer’s Office will complete additional items regarding assessments and tax roll.



CONFORMITY TO TOWNSHIP POLICIES:
