SUBJECT:

Authorize the Supervisor and Clerk to enter into a contract with Burman's Tree Service for pre-construction work for Platt Road Greenway, Phase II, for a cost not to exceed $50,000, subject to Township Attorney approval


BOARD ACTION REQUESTED:

Authorize the Supervisor and Clerk to enter into a contract with Burman's Tree Service for pre-construction work for Platt Road Greenway, Phase II, for a cost not to exceed $50,000, subject to Township Attorney approval.

BACKGROUND:

After the receipt of the over $1 million in grant funding for the implementation of the second phase of the Platt Road Greenway, the Township hosted a public forum in June 2020 to present the draft design. Since then, staff has reached out individually to all impacted property owners and met with them on site to discuss their concerns and suggestions, particularly as related to tree and brush clearance. After about six months of this background and coordination work between property owners and the Road Commission, the Township hosted a second public forum last week to share the final design.

 

No issues or concerns with regard to proposed tree/brush clearance were raised. Subsequently, the next step for the project is to begin pre-construction work that includes tree/brush clearance to allow for the path grading and construction to begin later this year, as needed for grant requirements. The Township has received federal funds (TAP Grant) in the amount of $1,072,747 and Washtenaw County Parks (Connecting Communities Grant) funds in the amount of $250,000 to fund the project. However, due to federal restrictions, (a) once a project is awarded, project must begin within the fiscal year (2021) which it is obligated for or the federal funding may be jeopardized, (b) federal restrictions prohibit the removal of any trees during the months of April through October.

 

Overall construction for this project is scheduled to begin this summer with a completion date of this fall. Stantec Consulting, township engineer and project designed, has reviewed bids and recommends award to Burman's Tree Service.
