BOARD ACTION REQUESTED:

Authorize the Supervisor and Clerk to sign a Renewal Agreement with Emergent Health Partners (Huron Valley Ambulance) for fire dispatch services, for an annual cost not to exceed $44,961.46, subject to Township Attorney approval.

BACKGROUND:

Emergent Health Partners (EHP), the parent company of Huron Valley Ambulance (HVA), is the primary dispatch provider for the Pittsfield Township Fire Department and has been since September 2017. They provide dispatch services, mobile connectivity, incident tracking and data retention regarding calls for service, emergency, and non-emergency. EHP is the primary dispatch center for 14 of the 15 fire departments in Washtenaw County, with Milan being the only department not dispatched by EHP. Since EHP became the Township’s primary dispatch provider, it has given the capability of utilizing Mobile Data Terminals (MDTs) inside the cab of the fire trucks to allow for voiceless communication with dispatch. This provides a streamlined way of communication with less chance for errors. EHP always dedicates at least two dispatchers to fire dispatch, which is very helpful during high call volume times such as severe weather incidents and large sporting events. EHP also provides a monthly report detailing call-for-service information, call handling times, dispatch times, and any other important notes. This is useful for the creation of summary reports within the department and as required by the Washtenaw/Livingston Medical Control Authority. These reports are accurate and timely, which makes the creation of medical control reports easier. The call-for-service information provided by EHP is also summarized and reported to the Township Board of Trustees on a monthly basis and is consistent with internal reports that were created before contracting with EHP.  EHP also advises of special circumstances, such as hazardous materials present or a history of violence at a certain location to allow fire personnel to safely respond and/or call for assistance from special fire response units (i.e. Hazardous Materials, Technical Rescue Teams, etc.) or police personnel. The total annual cost of this agreement is $44,961.46, divided into 12 monthly payments of $4,496.14.
